Just a little FYI, a ton of stuff here is closing this year
Just a FYI for anyone planning to visit Palette Town, a ton of the attractions here are closing down this year for a large scale development (more info here: https://www.timeout.com/tokyo/news/palette-town-in-odaiba-to-close-facilities-from-december-for-major-redevelopment-072621) You've got until the end of August to get your ferris wheel rides in!

Attractions over the Mall
With so many malls in Odaiba, they are all competing with each other hard. For Palette Town, I enjoy it for the Ferris Wheel and the Toyota Museum but not so much the mall itself. There are not really any shops that catch my attention. The food court is decent, but nothing there will blow your mind. However, I do want to point out that thanks to the Ferris Wheel, it is an absolutely beautiful spot to visit at night, so I do visit Palette Town every time I visit Odaiba. I just treat it as a tourist spot more so than a mall.

Another "more than a mall" destination
There's something about the malls in Odaiba! They really do take on the role of entertainment centers rather than just malls, and Palette Town is no different. If you visit, the ferris wheel affords some fantastic views out over the surrounding area, and it's the perfect place for a date day or evening.
